In April last year Racing Victoria introduced a cobalt threshold of 200 micrograms per litre of urine. That level has since been introduced nationwide in both codes.

Question 1: Why has the R.I.U. not announced any threshold for N.Z.?

Question 2: What were the readings for the three Cobalt positives so far detected in N.Z.?

Question 3: Call Me cynical but will the threshold when it is announced be 10 micrograms above the highest of the three readings?

They have.

From the current Prohibited Substance Regulations:

3 The following substances are excluded from paragraphs 1.1 to 1.3 when present at or below the following thresholds:
...................................
3.4 cobalt at a mass concentration of 0.20 milligrams per litre in urine;

UPDATED RULES OF RACING ARE NOW AVAILABLE ON THE NZTR WEBSITE - http://www.nzracing.co.nz/OnHorseFil...%202015%29.pdf. Amendments made to the Rules, which took effect from 1 May 2015, and changes gazetted today, to take effect from 12.01am tomorrow, 15 May 2015, are incorporated in these Rules. These latest changes regard:

1. removal of the Fourth Appendix (Prohibited Substances) from the Rules
2. introduction of Prohibited Substance Regulations (also available on the NZTR website under Regulations)http://www.nzracing.co.nz/OnHorseFil...egulations.pdf
3. addition of an initial eight substance thresholds (section 4 of Prohibited Substance Regulations)
4. introduction of a threshold for cobalt at a mass concentration of 0.20 milligrams per litre in urine. The NZTR Board, while approving a cobalt threshold at 0.20 milligrams per litre in urine, agreed this threshold level would be reconsidered with a view to reducing it to 0.10 milligrams per litre in urine in the event the International Federation of Horseracing Authorities (IFHA) reduced its recommended threshold to 0.10 milligrams per litre, and subject to the threshold in Australia at the time of consideration. The IFHA's recommendation is still to be endorsed by the Association of Official Racing Chemists (AORC) and the International Group of Specialist Racing Veterinarians (IGSRV), but it is anticipated that a firm proposal will be made to the IFHA ExCo by the end of this month. Work is still continuing to establish an equivalent threshold in blood.

Does the RIU have anything in the nature of time constraints (statute of limitations) for charges to be laid in relation to such matters as positive swabs?

 

Or - target periods within which to complete investigations and deal with any prosecution/s resulting thereof?

 

I'm not sure how we compare with our cobbers over the water but do think it is helpful if these matters can be expedited.  

 

A number of people are expressing a lack of confidence in the RIU so if thorough and effective enquiries can be undertaken in a timely fashion, it may also assist their reputation/credibility, build support for the job they do amongst stakeholders and allow punters to "invest" with more confidence.

Peter Earley interviewed Mike Godber on Trackside Radio this afternoon.When asked about the three Cobalt positives he waffled on about the complexity of the case and stated that the RIU were researching where the Cobalt may have come from! Draw your own conclusions but I have no doubt about the outcome of this situation.

Really????  Have some not made idiots enough of themselves already?  But wait - you say - there's more???

 

What's it going to be - contaminated feed? - a rogue 17 year old stablehand with a grudge? -  an error of administration (wrong amount/wrong date/wrong juice/wrong horse) - faulty testing procedure so there really was no positive?

 

I await with interest (and a little trepidation) the outcome...

I think that they are waiting on the out comes in Australia. Wimps I say!

On the Australian situation this is my prediction:

Mark Kavanagh: 10 years.

Danny O'Brien: 10 years.

Hopes: 3 years.

Peter Moody: $30,000 fine.

New Zealand

Wexford: God knows.

Lee and Shannon Hope today have been found guilty of deliberately administering Cobalt to three of their horses. They face a minimum of three years disqualification. They are the first Victorian trainers to be found guilty of using Cobalt. Their length of sentence should be a good guide for our RIU.

Be interesting to see how the nz one is delivered , just can't see that sort of sentence being handed out here.

My original estimate was that they will get three years! 

After the Judges report and damming comments, I think that I am too light.

If NZ doesn't follow suit with what Australia is dishing out, it will be unacceptable if the readings here are similar.

It doesn't look good for the Wexford Team going forward in my opinion.
