I am not sure why so many are anti improvements in animal welfare. Indirectly you could say yes but Peters was the racing minister, he helped those who helped him I guess, wasn't it the racing guys who were backing him with advertising etc etc, one wonders if the big help out hadn't happened ,where or in what state would racing be in.
