Unfortunately, and to be cynical, nothing much is going to happen.

As far as horse racing is concerned, Newmarket wouldn't survive long if Godolphin and the rest of the UAE royal family withdrew their patronage. I suspect the Sheikh will stay away from Ascot this year, citing unavoidable commitments and so on, but as long as there is so strong response from the UK Government (which there won't be), all will carry on.

Nearly 8 billion pounds in military and dual use equipment went from UK to UAE from 2008 to 2017, export licences increasing year on year  , plus military and civilian security training done in UAE and UK including Sandhurst officer training , you are 100 pc correct all will carry on . 

Then there's the non inter govt  training with any number of private contracts that are not hard to come by if you want to live there .
