Why does it take so long?

I was reading the NZ Herald article about a guy who was yesterday convicted of rape - “16 years AFTER the offence took place in 2004!!”. 
why does it take soooo long for these matters to be resolved through the Courts?

System is munted.

Think back to 2004 & who was in Gvt & running the country & those running the Police force...Particularly bad era of Policing, some whom have thankfully gone on their way, Rickards, Schollum, Shipton , & that Police Prosecutions officer in Whakatane way who assaulted his wife...

 It takes balls for a woman to report unacceptable behaviours to Police & from first hand experience they need to up there practices in training instead of relying on those who wouldn't know how to investigate alleged crime.

There's still, unfortunately, those in the force who refuse out right to follow up  on any matter over 6 months old hence  why some cases never get to court & the mongrels who offend get away with it & complainants pay the price which is very very wrong.

 

 Not helped one bit by Tech companies dominating our lives who only have xzy space for data to stay in there systems  making it a hell of a job to find info in Police systems, if it hasn't been lost forever which is madness.

 

Some idiotic bureaucrats decided several years ago to keep info in Police systems for around a maximum of 5 yrs, bearing in mind it's been a written requirement Files are to be Archived and kept for a "Lifetime" which is for most pple probably around 70-80 years....

 

 

There's some in the force who wouldn't have a clue what is wrong & what is right.

 There's a lack of critical thinking.

 It doesn't help one bit that so much of reported information / facts of the matter are told to call Centre Staff or Front counter staff who wouldn't have a clue what is lawful & what's not & they oft so much as don't take details, nor follow up on matters.

 It would be interesting to know if the guy in that case was an "associate" of a member of the force at the time in 2004.

 

2004 was also coincidentally the era of Meth coming into NZ, Drink spiking in bars run by at least one close associate of Rickards...Rickards ran the Undercover side of ops...join the dots...
