Correct Uriah , the rules were established no point in rocking the boat half way through and going back to the beginning . Finlayson was by far the most successful minister dealing with the issue , he's a smart operator but even he failed to finish the settlements but don't panic I'm sure much more will be demanded in the future , you do realise this is the 2nd round of settlements the first was in 1922 . No doubt round 3 will start again some time in the future .
