Remember the System ??

Will there be 3yo only races? How do you factor in black type wins? Some 2 or 3yos will win a black type race as their 1st or 2nd win. When they get older will they have to start back in the lower classes? 

For that matter, how do you treat a horse than wins out of its grade? Sometimes horses 'skip' through the grades a bit to get their rating up to get into big races, especially mares where black type is important. Is that possible, or is it strictly 5+ win horses that are likely to get into black type races for older horses?

The system as described seems reasonable, but it's not quite as simple as it may seem imo.

No system is faultless CB but it also worked in a time when returns in terms of $$ meant owners could at least make a bit more than costs. I have a similar beef with track conditions. (showing my age here). Fast, easy, soft and heavy seemed to work for a hundred years until horses were taught to read and tell the difference between a Heavy 11 and a dead 9.

Seemed a pretty simple method back in the 80s 90s ??

Maybe a bit of greyhound tweaking as such , miss 5x in that grade go back a grade , just an idea , thought it worked pretty straight forward back then ....

Using ratings is not the problem , it's the way horses are rated . Our horses go thru the rating bands far too quickly . If a horse was good enough it should be allowed a mdn win , then a chance at two wins in 65 and the same in 75 . 85 should be the open grade .

Both of the systems you refer to have been used in the past. IE Class 1 being open class and class 5 one win, and at another time the class actually relating to the number of wins; class 1 = 1 win etc. There was even a class 6, being for up to 6 wins, before moving onto open class, at a time when horse numbers were plentiful.

The ability to drop back is good in theory as it allows horses that might otherwise have reached their mark to remain competitive; it just needs to be applied properly. It seems strange to me that when they dumped four grades (70, 75, 80, 85) and replaced them with just 72 and 82 that they didn't drop 65 back to 62 at the same time. Currently it is pretty hard for a 58 horse to get a start with that grade cluttered up with drop back horses.

The horses that are still eligible for 75 grade but are struggling there to get a run nom for 65 having say 67/68 points , get a start carrying 61/61.5kgs , then claim a lot of the time . if you want to start in a lower grade but have more than allotted points they should only get a run if insufficient numbers . Drop back should be for horses actually dropping back on points unless low noms .
