MPI decision on "essential services"

In light of the government’s announcement that the country will move to COVID-19 alert level 4 at midnight tonight (25 March) only “essential services” are permitted to operate.
 
Our advice from the Ministry for Primary Industries confirms that training centres, training stables, agistment properties and stud farms where horses are in containment are considered essential services under animal welfare considerations.
 
Businesses with more than five people (including the owner) working at each business site, or who cannot achieve social distancing between staff, are required to register.  The criteria and registration form can be found here.
 
The businesses will need to answer 11 questions to provide assurance they have a plan and process to manage infection risks.  Much of this will be covered in the NZTR protocols which will be distributed later today.
 
In addition to this NZTR, the NZ Trainers’ Association and the NZ Thoroughbred Breeders’ Association will be providing a template to assist with completing the paperwork in a further communication later today.
 
MPI has requested that all businesses which need to register do so by 5pm on Friday, 27 March 2020.  Businesses will be able to continue operating while going through the registration process.

Are you saying the Te Aroha track is going to be open to all for normal trackwork Ted.Seems to be contrary to what a Lockdown is.The interaction (2 Metres) between trainers and trackwork riders from different stables/horses would be a logistical nightmare to police.I think the animal welfare aspect is stretching it a bit in this instance as most horses are carted to the track from  environments where they are paddocked.Also others have walkers,treadmills etc so don't in fact need to work on the tracks.Also why would owners want to pay training fees when there might not be any racing for a long time.I think your headline is a bit ambivalent.

MPI will, as I understand, be giving protocols later tonight around keeping tracks open for training.  If clubs are able to work with the proposed protocols then they would have to register to be able to do this.

I would imagine reduced hours and days of the week probably?

Hi Ted surely  racing is taking the piss  out of us . We are on a month isolation all over NZ to try desperately to stop this Pandemic , Families not being able to leave their homes ,with all of this to try in some way to keep us from spreading this Covid 19 . But the precious racing has found away to get around the rules by calling Animal Welfare as a reason to carry on as per usual FFS  . It was only 3 days ago the stopped racing because of the Covid 19  because they said ''If any jockeys get the virus it will be the end of racing'   Now hows thjs going to work the trainer tells jockey to stay 2 meters  away from another jockey  .We all know how the jockey listens to the trainer on race day by the time he or she has left the birdcage they have forgotten what was said .  Just turn the horses out  and feed them,  easy ah  Cheers BH

The Owners could take charge and order their horses be sent to a spelling/Agistment farm until further notice. It’s the cheaper option if they are serious about Corvid-19 eradication.

To be honest Trainers dont pay much attention to Owners unless they are the manager and awn a big share.

Reduced hours and days is ridiculous and surely what the lockdown is asking responsible people to avoid.The fact is that all the trainers that use your track have other options(walkers,treadmills,small private tracks,water walker) and there is no reason for your club to open the track on an animal welfare basis.Look at the big picture, long tem.

we live in a democratic society.

 

World Health Organization and politicians should not be comparing apples with pears.

 

New Zealand generally has a high standard of health.

 

China meanwhile is making billions of dollars out of use once throw away masks, gowns and other items whereas we once had quality garments and sterilised steel and metal items that didn't fill up our countryside with there rubbish imports.

 

Let those who want to work, after all how many times do we keep getting told 'Work is good for your health and well being?"

We all need some form of exercise to keep fit and healthy in general and over the winter months.

 

Those who think this lock down means staying inside are stupid when it's a well known fact we all need Vitamin D through natural means.

 

Who is going to get well staying indoors cooped up?

Some will only get sicker and more obese as that's the lifestyle they live - any politician in New Zealand who thinks a locked down is good for us all is in need of education.

 

BTW, send those kids back to school where they belong.

 

How many of those "school students" were traveling internationally during school term who have Covid19?
 

Keep active I say and exercise the common sense we New Zealand and Australian & other folk exercise.

Perhaps ensure those who have traveled or been in close contact with those who may be carriers are not allowed on tracks or on course.

Common sense must prevail.

 

Bring it on folks, we have the internet to speak up which those during the war & Spanish & other viruses didn't.

 

This is about countries arguing over Minerals and Oil.

BREAKING : Racing has been suspended in Victoria effective immediately following a licensed person being required to undergo testing for COVID-19. This has abandoned meetings for Sandown (today) & Kilmore / Pakenham tomorrow.

Surely no hope of carrying on?

Huey Murray Baker and Andrew Forsman have closed shop they are one of the big guns so why on earth would racing think that they should be able to do track work etc  .Do all these jockeys ,trainers after working their horses go home to their families and one person gets Covid 19 . They are so bloody selfish and think they have a right to carry on  while the rest of us try and stop this covid 19  f##K them  Cheers BH

I have heard from a number of sources in the past hours that the Victorian jockey at the centre of today's scare flew from Melbourne to Sydney to ride at the Randwick trials on Thursday March 12.

He only had the one ride on a horse named Super Seth.

He flew back to Melbourne later that day and a person with the virus was seated nearby.

If he does prove positive, and we all have fingers crossed he isn't, it will have huge ramifications to our jockey community.

What an absolutely out-of-touch, selfish, uninformed, arrogant, self-centred and narrow-minded stand to take. Even the narcissistic IOC eventually saw the light, but you? Not so much....

The backlash against the likes of The Warehouse, the IOC and the NRL, who all felt self-entitled enough to say they were carrying on, shows racing can not afford to be seen to be trying to appear to be more important than life itself. The general public will not appreciate and support such moves, not when most of them are going to suffer themselves.
