Its very thorough given the tight time frames the MAC were given but looks a very well researched report. Time now fore some action " The three racing codes need equal attention We acknowledge that the Messara Report’s recommendations impact the three racing codes differently.The Messara Report focused on the thoroughbred code, as required by its terms of reference. However, the committee has extended its work to consider harness, greyhounds and sports as well. The committee has made sure that each has been given the same time and the opportunity for equal representation throughout our work. Racing’s stakeholders must benefit from a new industry modelThe industry has been living beyond its means, and for too long. The committee aims to increase its means, reduce its consumption, and improve the outcomes from its investment strategies. The committee also want to reverse the historical model where the stakeholders of the business get what’s left after the administrators have taken what they believed they needed to run the industry. The stakeholders can no longer be left to the end of the food chain. Their interests must sit at the heart of an efficient, responsive, future-proofed commercial model. Long-term change must be grounded in New Zealand racing cultureThe recommendations of the committee will add value to the long-term future of the New Zealand racing industry. While we have started with the revenue-earning recommendations, we are not focusing only on quick fixes. There must be a pathway built to achieve long-term results. That leaves club members as season ticket holders only and no responsibilty. Assets gone overnight plus all the hard work done over the years. They appear to want to stop this ($50Mill) which is laudible and seems to be utmost in their minds (several pages dedicated) and second major change is NZRB is to become a Transitional Authority ? Details are budget sensitive at this stage or as Trump says redacted.? The word transitional means change.........to what ? and are they to address the dozens of changes that have already stopped punters from betting.Except for Winx the general public see virtual no racing on free TV in newspapers,mags (even Informant ?) TABS disappearing rapidly, Courses closed or closing , teletext gone. Our fan base is dropping fast and those who think racing cruel and having a bet deviant behaviour are gaining influence. Taking trackside off Freeview in my opinion was major stupidity. You are right about the growing influence of those that think racing is cruel.Rodeos have been targeted in NZ and I believe they will cease to exist soon. It is only a matter of time before the S.A.F.E. spotlight falls on horse racing, mainly the running horses, but harness won't be immune. Harness racing needs to be proactive and ban whips. Whip issue tricky as unlike ridden horses, drivers don't have body contact to help communicate with their horse and verbal commands are difficult during races.
