Its just like the corner dairy competing with say PAK and Save no chance. I would be a lot happier if everyone was treated the same and a significant increase in drug swabbing with the same regime they have in the UK. How many dogs does this owner race? Its pretty simple maths really? If he/she races more dogs that tend to be of a higher quality than your avg. hound, than chances are they will win more races.
