Police and friends tend to a young man who was allegedly kinghit at Riccarton Cup Day last year.

 

New Zealand Cup Day at Christchurch's Riccarton Park Racecourse has copped a booze ban after unruly crowd behaviour at last year's meet and will need a special licence to serve alcohol this year.

The Alcohol and Regulatory Licensing Authority has changed the terms of the Canterbury Jockey Club's on-licence for Riccarton so that no alcohol can be sold, supplied or consumed on Cup Day.

Police were unimpressed with last year's event, where they made 12 arrests, evicted 40 people and voiced concerns about drunkenness and alcohol management.

They initially sought to suspend the jockey club's on-licence altogether, but the two parties agreed on a special licence for Cup Day that would "facilitate robust consultation prior to the event each year with a view to minimisation of alcohol related harm".

According to the authority's decision, police at the 2015 Cup Day recorded seven instances of the sale or supply of alcohol to drunk people, 102 of allowing people to become intoxicated, 16 of allowing intoxication on licensed premises and five of disorderly conduct. This was due to the jockey club "having supplied bulk quantities of alcohol to groups of patrons at the start of the day".

Offences included disorderly behaviour, possession of cannabis, common assault and male assaults female. All but one were alcohol-related, police said.

Jockey club chief executive Tim Mills declined to comment on the ruling until the requirements of the special licence were settled.

Police have taken a dim view of alcohol-related trouble at race events. They approached the Christchurch City Council in September last year to get a temporary alcohol ban on the streets around Riccarton Park Racecourse on Cup Day because of problems with public drunkenness.

After last year's event, police said public intoxication was too high and worse than at Cup Day at Addington Raceway.

Agree, Was at the warriors last week and wasn't allowed to by a beer around the 60 min mark due to alcohol licencing restrictions. The thing that got me was no one really appeared to be intoxicated,I'm sure there were a few but I don't see why they couldn't just reduce the number available to one or two rather than a blanket ban on sales.It's yet another example of the minority running things for the majority.

That's right.  We don't want  Melbourne Cup like goings on in this country.  New Zealand Cup Day shouldn't be all about lots of people getting together drinking and having a good time.  It should be all about getting twenty or so old people on track washing their medications down with a cup of tea before watching a bunch of slow ones run a couple of miles.

It would be interesting to know the age of the people arrested and also of the people evicted.

On a hunch I would say above 20 but below 35.

These are the people who have graduated from high school and known no rules either at home or our dumbed down education system and have gone thru life with little knowledge of the consequences of stupid behaviour.

Little twats.

You are kidding NM...the drunks at Addington win by panels....mind you, you were probably trying to help too many of the young things in broken heels and smeared mascara to notice.......;)

Actually what you say is a total turnaround of just a few years ago when Addington was out of control. 

The last time I was at Addington on Cup Day I declared that I would never return.

For the next few years Riccarton was fun.

Now it seems that the out of control mob were pressured out of Addington and thus moved over to Riccarton and it started all over again!

The Cops need to take a reasoned approach to these issues. No one likes obnoxious drunks  but the Plod want to smack the problem around the head with a hammer.

I attended the 7s this year and there were Plod everywhere. They need not have bothered as it was well and truly stuffed.

Totally agree Bloke.

Let's punish the 95% who cause no grief  - as it's easier than policing the 5% (or less) which do cause problems.

Why don't they take the same approach to the road toll or drunk driving and just say you are not allowed to drive your car.... be much easier for the authorities

 Cubity would just like to say that when we went to the Warriors (who were dreadful) a couple of weeks ago here in Chch , Inspector Plod was everywhere and walked through our area about 5 times in the first half alone at AMI Stadium .

Mrs Cubes says there will be more Cops at Riccarton (Home of NZ Racing ) on Cup Day this year than Asians in a John Key loveathon at Auckland Casino during a baccarat tournament during Chinese New Year .

Be that as it may , It is the best day on track in our Racing Calender here in NZ .

Will the Cops stop the party ?.......Cubemeister hopes not.

Cubatronic will probably have a few too many again.....

And lastly Cubaholic will  say...as other 'Cafers may attest.....that having a runner (even an improbable longshot) during any of the 3 days of the carnival is fun .

Cubes will be hidden deep in the bowels of the grandstand, where the posh people go, well away from anyone with dirt under their fingernails, and Mr Plod will never get to where Cubes and all his flash mates are because Millsy wouldn't give Plod a ticket.

You obviously weren't anywhere near Cubes last Cup Day - plenty of normal people in attendance

As a 10 year old i was sold on racing,the commentators the atmosphere the cool people taking my fathers bets you name it fantastic...whats changed? The fantastic family atmosphere infield at ellerslies summer carnival,the old stands historic feel wheres it gone...a pile of security guards looking at you as guilty,prices through the roof,customer service feels like your putting them out its all shithouse. There are very few young people seeing racing as a positive experience and they are the future of this industry. All we have is the party now and the powers that be are taking a stand just because a few get raucous, the young need to party up so get over it,its all we have

Too true Gruff--I was a bit older at 12 years of age! Unpainted, Robin Royal, Prince Petary, Barellan, Clarendon, Forebrace  all backed at the Milford or Browns Bay TABs with money I garnered from selling empty bottles. Standing room only in the old Ellerslie stand.Backed mostly doubles with exchange tickets. Cannot shake the addiction being fuelled by nostalgia ,rather than acknowledging I need to head for the hills instead of being shafted by the "suits".

Wife and I having been going to cup week for a number of years supporting the 3 codes after a not so pleasant  experince with a group of intoxicated slobs we now go to a local Christchurch Bar on both of the cup days that is far more enjoyable and attend the other races meeting during the week.

Well I was there and I was totally disgusted to be walking on course around 12.15 and to be passed by some very drunk teenagers who were leaving the course. To be totally intoxicated at that time of the day is not a good look. Out on the lawn in front of the birdcage there were over intoxicated teenagers that couldnt even stand up.  All the bars were so over crowded with the young one getting drinks that the bar staff would have had no time  to see if the people they were serving were sober enough to get another drink or were even old enough to get a drink.
