My guess is that if there was any wire tapping being done it would be by the FBI as part of their ongoing investigation into the Trump team contacts with Russia during the election.  Nothing to do with Obama at all.  But Trump still doesn't understand that the President doesn't control the FBI. He thinks he can just issue a proclamation (tweet) and everyone should just jump to his command.
