Opo 182 Report post Posted October 4, 2014 Development contributions dishonest Section 199 of the Local Government Act 2002 gives local councils, “the power to levy a development contribution if the effect of a development is to require new or additional assets or assets of increased capacity and, as a consequence, the territorial authority incurs capital expenditure to provide appropriately for reserves, network infrastructure, or community infrastructure.†The intention was that local councils experiencing population growth would have an additional revenue mechanism to recover the cost of putting in infrastructure to service that growth. When the levy was introduced in Whangarei in mid 2005 it was promoted as a matter of fairness by anti-development councillors and council staff. It would, they said, shift the cost burden of new infrastructure from the general ratepayer to the developer. While the argument had some misguided merit, the problem is when the Whangarei District Council (WDC) implemented the scheme they did not shift the rating burden. They happily collected the revenue from "developers" but did not reduce the general rate take at all. Rambling_Kidd 160 Report post Posted October 5, 2014 Well, the Mayor and some Auckland councillors sold a golden piece of waterfront PUBLIC land to a developer and now have to PAY the same developer, compensation for lennys rail link !!! The news lasted one day in view and now has disappeared !!!!!!!!! Last year when the same developer tried it on, it was body slammed and pulverised, but now dirty lenny has slipped it thru .... and also Bob the pedo has decided to allow his mate (who built the horrendous little toytown/ ghetto in Hobo) to plan and build the Beaumont development ... fks sake he built the ugliest little village ever and is now loose with a major waterfront project, which I thought was actually going to be a beautiful public parkland with a few houses and shops !!!
