Maori history undermines home renovations

Aucklanders must now think twice before digging a swimming pool or doing a large alteration if their property is one of thousands near Maori heritage sites

Thousands of homeowners will be forced to seek iwi approval before making alterations to their properties in a little-known change to Auckland's proposed unitary plan.

The plan outlining the future shape of the country's biggest city is yet to come into force, but 3600 sites of cultural and heritage value to Auckland's 19 iwi groups are already affecting the plans of homeowners. About 50 applications for earthworks have so far been considered.

The sites, identified by large purple dots, pock-mark the unitary plan map. Every property inside the dot or within 50m of its boundary is bound by the changes, which came into effect when the plan went to public consultation on September 30.

Affected areas are liberally scattered throughout Auckland and include part of Cliff Rd in St Heliers, where former All Black coach Sir Graham Henry sold his mansion for more than $4 million last year, as well as large swathes of Devonport and pockets of upmarket North Shore beaches.

Affected home owners must seek local iwi approval for works such as home alterations of more than 25sqm or the installation of swimming pools, according to Auckland Council unitary plan manager John Duguid. Activities such as gardening are exempt.

If iwi do not agree, homeowners must apply to the council for a resource consent.

Duguid says the requirement was not included in the draft unitary plan released for public feedback in March. Rather, it was a result of that feedback.

"We had a lot of feedback from mana whenua (Auckland iwi groups) that it didn't have sites of value, and that there were many more sites that were identified as such and they were not protected by the previous councils. So we added in 3,600 new sites.......

WAKE UP NEW ZEALANDERS!!!

I thought for a moment you may have stirred up the natives by starting a thread about your favourite music or fishing spot.

 

When I read an article like this on ANY topic there is invariably one paragraph that encapsulates how certain things occur and what sort of logic and action people are up against. In this article it's the final paragraph and in particular two sentences.

 

1) We had a lot of feedback from Mana Whenua.

 

and

 

2) So we added in 3600 new sites.

 

 

Both of those sentences warrant close examination.

 

Firstly the "lot of feedback". Is something as important and potentially emotive as this has been pushed through very quietly under the radar what real chance have all the other New Zealanders effected by such moves had to give their feedback? A persons home is obviously their most important possession. Most home owners have improvement plans with their homes and most know only too well the bureaucracy they encounter when applying for consents etc. The prospect of more potentially highly emotive and devastating bureaucracy being introduced that will have an enormous impact on those with most to lose must surely rate 0/100. Joe Smith who has invested EVERYTHING into his home wants to make an improvement and he wants to do so this summer when the weather less likely to impact on the work. He will have to apply to people who have invested absolutely NOTHING into his property to do the work on HIS possession that wants to do. What a diabolical situation. I can see people waiting for years until they finally give up. How does this injustice remedy a previous "perceived" injustice?

 

I would imagine those home owners with most to lose would have sent in tens of thousands of feedback submissions. No mention is made in the article about their "feedback". It must be asked why they have only mentioned "Iwi" feedback. It must also be asked how is it that people with not one red cent invested in these areas are able to be organised enough to give a "lot of feedback"? I can only assume a lot of feedback must mean many thousands in order to legislate against Aucklanders most important and hard earned possession.

 

One could be forgiven for thinking there must be a very well organised and powerful lobby group at work. They have organised an almost military style type campaign to send in enough feedback to influence. As most are aware it can be extremely difficult to motivate people despite them having so much invested. All this feedback has come from people with NOTHING invested. That's a very impressive result. Bewildering in fact.

 

Must also ask just how many home owners have formed large often intimidating groups to confront the Jelly Kneed legislation makers? You can wager dollars to donuts there will have been many many "meetings" between Iwi groups and those making this legislation. I'd also wager the Iwi received very generous payments for them all to attend such meetings where lavish spreads were provided etc etc etc. One or two white rule makers with virtually no backbone being intimidated in person with the guilt trips being laid on with a thickness few others could identify with. Once again that's a VERY impressive result from those with nothing invested and nothing to lose.

 

2) "So we added a further 3600 sites" That sounds akin to Joe asked for ten million dollars so we added that to his bank account. Anyone who has ever asked a bureaucracy to do ANYTHING will know the enormous brick wall you encounter. It does not matter if the subject matter is devastating the complainant and their family. Getting the wheels of bureaucracy to act on their behalf and to do so in a timely manner is akin to asking the tide not to come in. It's just hopeless. Despite that situation we have a sentence here reading "so we added a further 3600 sites. VERY telling

You've mistaken a very straight talking person who won't suffer fools with a serious anger outburst. 

 

As I've stated before I find one trick ponies boring after a while. Opo puts up a lot of threads drawing attention to racial bias. The threads I've read have in general been interesting and worth putting up. The only issue I have with Opo is the fact it's always the same subject. It wouldn't matter if the thread being put up was showing chaptor and verse of the most beautiful and desirable woman in the World. After a while even that would become boring.

 

Having said that we've had generations of all our families that have gone to war and sacrificed everything so we don't become a part of Nazi Germany etc etc where having an opinion different than the Regime may cost you your freedom or even your life.  

 

The Chinese community in NZ have a system in place using a couple of high profile people. The moment anyone expresses an opinion about a situation with Chinese people in NZ they are branded racists and portrayed as card carrying members of the KKK. This action is VERY deliberate and designed to stop New Zealanders expressing a negative reflection on Chinese people even if that reflection was accurate. I assume even the Chinese do occasionally get it wrong?

 

What Opo says is often going to ruffle feathers and if what he says is correct it's right that should occur. Disagree with him all you like and preferably put up an even more compelling argument than his highlighting the opposite perspective. If you don't want to do that or cant then shut the fark up. If what he says annoys you when you read it then don't farking read it!

 

What gets under my skin is when piss ants attack him for having a perspective different than their own and expressing that perspective.  That followed by demanding Opo be banned.  Opo could be accused of being a few things. Can he be boring and a one trick pony? Yes. Is he obviously an intelligent man? Yes. Is he a racist nutter? No!

Ive spoken with a relation who deals with the subject of Opo's post about Iwi consultation with regard to residential developments.

Yes it is very real,
Yes its serious,

Yes its ridiculous.
The interesting thing is he doubts that either Iwi or council really wanted it.
It appears to be a hair brained idea that came out of a hair brained meeting that found itself "out there" being implemented.
Because of the way it was conceived it became policy immediately even although it is still subject to submissions.
Even if it is eventually scraped, which could take some time,  it will continue to be applied in the meantime. 
The alternative to following this protocol is to apply for a  notified resource consent. 
This statement is the result of a brief conversation that is outside my field of experience  and is repeated to the best of my memory and understanding.
