Racing Codes Unite to Shape the Future of NZ Racing Infrastructure

New Zealand Thoroughbred Racing (NZTR) and Harness Racing New Zealand (HRNZ), supported by TAB NZ have today announced the launch of Project Stamina, a landmark collaboration to develop a unified Master Plan for the future of New Zealand’s racing infrastructure.

This joint initiative marks a strategic shift from reactive maintenance to long-term, future-focused investment across both the Thoroughbred and Harness racing codes.

“We have reached a critical point that calls for bold decision-making," said NZTR Chief Executive Officer Matt Ballesty.

"Project Stamina is about making the necessary decisions to ensure our infrastructure supports a thriving future for horse racing in our country. 

"I’m genuinely excited about the opportunity Project Stamina presents, not just for Thoroughbred racing, but for the entire racing industry. Working alongside HRNZ and TAB NZ, we have a chance to build something enduring and unified," he said. 

HRNZ Chief Executive Officer Brad Steele echoed Ballesty’s sentiments, seeing the immense potential in cross-code collaboration.

“This is a chance to reshape our future," Steele said.

"Collaboration is key to creating venues that serve our people and our sport for generations.

"It’s time to build infrastructure that matches our industry’s potential, and we believe this unified approach is important given the ownership and use profile of many of our venues,” he added.

A key priority now for both codes is the engagement of an independent consultant who will be central to the delivery of Project Stamina. The selected consultant will work closely with industry leaders and advisors with a target completion date prior of December 2025.

I'm waiting for the day when Scooby announces with great glee that he has been asked by NZTR to select 6 of his best and brightest contributors to form a committee to set the path forward for the racing industry.

There won't be any payment as we don't have the right credentials, but there will be endless sausage rolls and chardonnay at meetings, the first of which will take place in the public bar at Te Rapa during the next race-meeting to save costs.

I'm almost speechless. What is the consultant going to suggest? Close down and sell off several tracks and pour all the funding into a few key tracks. "Wow! Wish we had thought of that" says NZTR. "Well worth $250,000 to have our own ideas supported."

What's the point having NZTR and HRNZ collaborating? Galloping's problem tracks are Hastings, Awapuni, Riccarton and a few others. No trotting there.  The trots want to pour money into Addington and Alex Park. No galloping there. The only tracks where they have much common interest are Ashburton, Timaru and Ascot Park, and they will want to close down Timaru anyhow.

You would have liked to think that with all the money poured into wages that there was enough knowledge within both those codes to come up with the strategy themselves .

I would actually love to get some like minded people on here and put a proposal to them that we could put together a proposal at no cost to the industry , a report put together by people who have decades of industry presence and involvement , and most importantly the industries best welfare as their driving force .

And I've put this forward before , before going to a no idea consultant why not ask for industry participants input , ideas and possible solutions that work for the whole industry , not just a select few .

Unfortunately, the people on here all have preconceived ideas. Well, ideas anyhow. The independent consultant will know nothing at all about racing, so very open minded. And will work well with NZTR who also know nothing about racing and therefore won't feel intimidated.

Since stepping into the role of CEO in March 2025, I’ve had the privilege of connecting with many passionate and dedicated people across the New Zealand racing industry. The energy, commitment, and shared ambition I’ve encountered have been truly inspiring.

As the 2024-25 season comes to end, I would like to take this time to update you on the progress and key initiatives that drive us toward a new season of bold transformation. 

Over these first few months, we’ve made strong progress in aligning our goals and laying the groundwork for meaningful change. I’m pleased to share that a new strategic plan will be released in the new season, focused on rapid and impactful transformation across all facets of the industry. 

The announcement of Project Stamina earlier this morning is another important step toward collaboration, innovation, and a clear vision for growth. This joint initiative with HRNZ, supported by TAB NZ, marks a strategic shift from reactive maintenance to long-term, future-focused investment across both Thoroughbred and Harness racing codes.

I look forward to working with you all to bring it to life and thank those who have contributed to the development of an aspirational, yet achievable, plan.

Finally, I would like to acknowledge the tragic loss of young and talented rider, Ngakau Hailey, this week and express my sincere condolences to his family, friends and those who are affected by his passing. This is an incredibly sad time for the racing community and OnTrack has been on course to support the community.  Should you need support during this difficult time, please reach out to the OnTrack team for help. 

 

Revised Stakes Strategy for the 2025-26 Summer Carnival

I want to update you on an important funding decision for the season ahead.

After a detailed review of prizemoney levels nationwide, feedback from stakeholders, and a reassessment of investment priorities across both NZTR and the wider industry, we have made the decision to pause the scheduled Year 2 uplift in Summer Carnival stakes and bonus funding for the 2025-26 season.

With eight additional racedays planned, we are focused on balancing immediate returns to participants with longer-term investments that will support sustainable growth and better outcomes for the industry as a whole.

Total stakes and bonuses for the 2025-26 season will still increase by $2.3 million on the 2024-25 season, bringing the overall stakes and bonus pool to $105.5 million.

Last season, we delivered a $10 million uplift in stakes and bonuses, and I’m pleased to confirm that this has been maintained heading into this season. Combined with the additional $2.3 million budgeted for 2025-26, stakes and bonuses are now $12.3 million higher than they were just two seasons ago.

While stakes remain a cornerstone of industry funding, we must also invest in the infrastructure and innovation needed to future-proof racing as a leading national sport and entertainment offering.

I know how important stakes are to our participants, and we remain firmly committed to delivering meaningful and sustainable growth. By investing now in the foundations of the sport, we’re building a platform for stronger, longer-term returns in the years to come.

This is a deliberate decision by the NZTR Board and Management to prioritise long-term investment where it will deliver the most tangible benefit to the future of New Zealand racing.

Well see I don't think for a moment we have preconceived ideas , and if something like that come along we would all have to take our tin hats off and look at the issues pragmatically .

I do believe if they opened it up to submissions to industry participants they would get a surprise at some of the great suggestions they would get .

I might actually start a thread for people to state an issue and possible solutions , no piss arsing around , serious ideas , maybe next week .

I feel warm and fuzzy now , the media team have been given a long weekend off as they are exhausted from the extra work this week .

Well this is exactly what happens when these august (used advisedly) bodies continue their Peter principal appointments. Result is that they still have no one with the requisite skill, knowledge or strategic acumen to get the ship off the rocks and chart a new direction with vigor, responsibility, accountability, clarity and purpose. So for the umpteenth time in my over 55 years of active involvement in the sport, we have yet another project committee and another consultant to seek out the North Star and chart a new direction for our beleaguered industry ship. Another pointy-head to state the obvious and endeavor to direct the sycophants to the new world. I wonder if this "consultant will engage a punter or bettor as part of the team, to argue the point on long term damage caused by monopoly granting by bribe. 

Now we know what NZTR was meaning when it said it would allocate that $80million bribe revenue to future proofing against climate change effects. That's the first $200,000 after fees, expenses, air fares, hotels, lunches, dinners, entertainment etc. gone.

And of course we all know just why they need a consultant: If it all goes belly up which, with these dumb clucks involved, it inevitably will-They have someone to blame having protecting their own useless rses. If by some miracle Project Stamina delivers the goods and we embark on this new journey of wonder, achievement, industry bliss, direction and positive outcomes for ALL stake holders together in harmony; then they can all congratulate themselves and spend another $100,000 on the celebration.

Racing Codes Unite to Shape the Future of NZ Racing Infrastructure

 

Yesterday, we officially launched Project Stamina, a landmark collaboration between NZTR, Harness Racing NZ, and TAB NZ to shape the future of New Zealand’s racing infrastructure.

 

This initiative marks a strategic shift from reactive maintenance to long-term, future-focused investment across both Thoroughbred and Harness racing codes. We’ve reached a critical point that demands bold decisions, and Project Stamina is our commitment to building a sustainable, unified future for our industry.

 

I’m genuinely excited about the opportunity this presents, not just for Thoroughbred racing, but for the entire racing community. Working alongside HRNZ and TAB NZ, we have a chance to create infrastructure that reflects the scale and potential of our sport.

 

This is our moment to build something enduring with next steps engaging independent consultants to help develop the Master Plan. Their work will be guided by industry leaders and advisors, with a target completion date before December 2025.
