This agreed lack of emission reductions exposes the truth this is all about money if the threat from emissions was so dire an agreement on reducing them would have been agreed to . Scam

The reason the smart punters have head for offshore operaters is because the offering/takeout rates of the NZ TAB are amongst the HIGHEST in the world.
The remedy is to lower them to be the LOWEST in the world to regain the lost NZ punters and a lood of new customers from overseas. WIN WIN

Completely agree with that first line.  The only reason I converted to overseas bookmakers was because the TAB was A. not offering the same prop bets on international sports B. offering inferior odds on both sport and racing and C. Had terrible customer service and tools for betting.
 
Credit to the TAB for getting creative with their bonus bet schemes and nil deductions on scratching etc but overall the product is just not the same compared to their overseas competitors.  Until they accept this, they will always have market share problems.  Monopolising the market under the guise of "saving the racing industry" is a cop out and gives them license to continue with a poor service rather than forcing them to look more inwardly at themselves.  Why would they offer competitive returns and a premium service when there is no accountability via a free market. 

The other thing is for an export led country whom relies on its very survival of overseas people purchasing our goods, its bloody rich to then try & fence Kiwis in from purchasing better products elsewhere.
Get your act together locally & the people will come, don't force them to do so.

The trouble is Baxter, the reason why punters are betting offshore is they offer a poor value product with seriously noncompetitive pricing on local & Aus markets.
Think of it like this, a recent survey showed in excess of 50% of NZers purchased stuff online on a regular basis & a fair proportion of it overseas, now should that all be banned as well?. Or should the local market be asked to get competitive & offer a superior service, of course they should & that's what local retailers have done.
 

Racing has been unable to support itself for many yrs here, doing this won't change that fact. Stakes can't increase when the product can't support itself. It can't support itself because punters have drifted away, address the root cause of why they have left & not the symptom as is what is likely with geo fencing.
The punters in the main whom have drifted away overseas are the more intelligent ones, understand market pricing, seek out competitive products & what value for money is, do you honestly think they are coming back here to punt when nothing has really changed since they left?.
