If this report was ever supposed to inspire confidence and trust, or professionalism, why on earth would it lurch into the mysterious world of two horses historical racing careers and imply that their racing mannerisms when they were young animals learning their trade somehow contributed to what happened at Hastings?
The cynics are being well fed here because such a diversion appears orchestrated and rather suggests the brief was something along the lines of " do whatever you must to sanitize this issue and create as many smoke screens and diversions as you can to obfuscate the core ( pun intended ) issues whilst at all times deflecting blame from the culprits who are, or should be, accountable."

I do not want to get into a debate regarding this post, but what i will tell you he is a real  Gentleman and if we had owners like him our industry would be in a far better shape than it is at present.
I know he had shares in Xcellent and Elsu in the other code, but like everyone else he has also has a few slow ones. So trust me if you will, He is a champion bloke.

The last few years have shown true colours of those in such roles having lack of common sense & lateral thinking.
 
Racing had a few good representatives back when Falloon from the Waikato was a rep in Parliament.
The problem for Racing lies fair & square in Universities who conduct research studies/ surveys & the like that are used for Political use - oft incredibly incompetent & flawed research that isn't even accurate, or demographic and multiplied to exaggerate results with shocking consequences and a lack of accountability of those "academics".  
Our Academic institutions need a major shake up before things will change.
