Twice within the past decade,I have had dogs in Group 1 Heats (Akld Cup and NZ Derby),where the lure broke down in Heats. On both occasions,the two qualifiers required were drawn by Ballot,under Stipe Supervision, on the night after the last race. If Ballot is to be used in this instance,am wondering why same method wasn't used! If Jim Leach uses Power Of Discretion,and selects the qualifiers,surely he could only select the four dogs still standing!

I first met Pete mid-1980's when we both got paid to attend Races at Avondale..he was On-Course Announcer,and it was obvious then he possessed a brilliant voice for broadcasting behind the microphone,and that has never diminished. In days gone by,a horse may have been outside a first three dividend bearing position,and a jockey/or driver could be 'very gentle' on his horse in the latter stages of a race,perhaps throw away a 4th placing..which may cost an owner a few hundred dollars!! These days,with First Four Betting,it could cost Punters $Thousands of Dollars. Charges and Penalties should be as prevalent and severe for offenders missing 4th,as for those missing any higher placing.

DC7 has outlined the situation spot-on. Its not that they don't have technology to calculate dual dividends..the Rules and Regulations regards Pick Six need amending. Remember the injustices when a dead-heat for third resulted in 1st and 2nd placegetters subsidising the dead-heaters,as Place Pool Dividends were split 4-Ways!!! It took decades for Rule Changes,when now only the dead-heaters have their full divi halved.
