Well there is always an element of luck in racing. (Barrier draw being one of them before they even go to the post is a Huge pice of luck in harness racing )
and Yes, the horse itself ,being a favoured runner or not would effect the outcome of a race as well. ( so a nice thought with a system to reward that )
But in the end they are ALL great drivers , and trying to make one 'Seem' Better than the others because he can win on outsiders seems a bit folly.
Your handicap points system is trying/attempting to place them 'All on the same Points' at the end of the 10 -20 races if it worked properly. does it need that ??
Really it is 10 harness champions driving with displaying some International pride for their country, whatever order they finish in.

Not the same after Blackie left, don't go often use Ozzie TAB and Betfair, only bet in Australia mainly Mlb and been that way for 5 years. NZ racing full of ideas but no action and produce this corporate document but no follow thru, really is in bad shape

Reality check. Many of us that have bred and raced horses for some time have long felt that the incapacity of the RIB and the TAB to sort NZ racing out is so great that we either sell or race in Australia. The nature of DIA involvement as such, (Department Of Internal Affairs), is so embarrassingly stupid and implausible that it is involved so heavily in the decision process that we are disillusioned and we change our ownership positions to suit. We either sell the horses, or most of, and race them in Australia, Why wouldn’t we, can still be a maiden and have returned stakes of $68k Aus, win a race and get to town and have nearly $90K in the gross account.
Raced a good mare, wins 5 races and don’t cover her training fees. Jackson Street in Petone don’t understand the the process of racing, The previous Chair didn’t, the previous 3 CEO’s didn’t, and we have now incurred the knowledge of a Minister Of Racing that knows little about economics, let along our industry, but gratefully we should acknowledge, has some advice that there are not the required calibre of the 40 odd applicants to form a board for the TAB. Thank goodness for that I say. A long way to go there, and maybe we are responsible for our destiny. I would’ve loved to have an ear of a parliamentarian (that would listen) over the last decade and we would still have a reserve account balance, Key didn’t listen. But many have previously tried, seem we are unheard.
Get some skills on a Board and things happen, but they have to be appropriate skills, with the right expertise and the right decisions will be executed. Forget the DIA, they know nothing about our industry, never have done, but are the fall guys for various political hacks that know nothing about the portfolios they hold.

Couldn't they just have rows on a mobile line or have drivers 10 meters behind horses in front of them in the mobile score up. Or is that simplifying it too much?. Havent standing starts always been a lottery no matter who starts them. ?

Dont be fooled by the restricted punters stories. No bookie in the world wants the snipers who continually win. That's why i mentioned GBM in terms of codes payouts. As these restricted punters reduce GBM the codes should be applauding the new TAB strategy. You can get set for reasonable amounts on any harness race if your smart.
I'm picking that with AS team going into sabbatical a lot of the bigger punters wont bother with harness as their strike rate encouraged smart punters to unload knowing they were usually betting on the best prepared and driven. Their UDR certainly backs those points up

Racing was all about a day out having a bet. So many great day outs now its boring Addington Aucklandetc. Remember the tracks like AMBERLY,MANDERVILLE,HORARATA,PLEASANT POINT, RANGIORA,CHERTSEY,SEFTON,SPOTSWOOD, TIMARU,HURUNUI,GREYMOUTH TC,WAIMATE,KUROW, the list goes on. They were the tracks that created interest and gave one someting to lookforward to. Great days out ,huge fields and on and on😎.
Now we have empty stands ,some owners and a few trainers.

You then had a "review, discussion and deliberation" about Timaru
This was followed by a "lively and considered discussion" about Gore and Wyndham
You weren't finished, you then had a "solid review and discussion" about Roxburgh
Roxburgh were lucky, they then joined Tuapeka and this time you had a "thorough review and discussion"
In the same vein, you had a "detailed discussion" about Geraldine
You then "deliberated and discussed" Westport and Reefton
Another "lively discussion" was then held about Nelson and Marlborough
For Manawatu you "reflected', you "had thoughts" and you again "reviewed and discussed things" and finally you signalled you would have more "rigouress thoughts"
Once you finally finished your "lively, solid, detailed and deliberative discussions" you then summarised with "a longer term", a supportive stance", an "accelerated pace', a "catalyst" was factored in, you had "overviewed initiatives", a "regeneration journey" and a "future footprint"
FFS, you might win the "JA" Award for the many different descriptions of the way that you had discussions but is there any need to say it? Yours and the Board's job is to have discussions and make determinations, just do it without having to describe them as different in each case. It is PC rubbish
