Do they have to become unpopular by slapping on a huge fee on exports - everyone else seems to do it these days e.g. Gough with his Petrol Tax! One thing it seems to prove, if you don't have the numbers you are pushing the proverbial up the mountain. And no "ratings system" is ever going to fully achieve what it was designed to do. And with more and more depletion of available product just means more and more participants will be unable to make a comfortable living in the Industry.
