There are some real stupid bets taken, but they are from known losing punters. What they should be doing is encouraging turnover by accepting all bets within reason. The low restrictions which are implied reduces turnover for winning punters as well as losing punters that are clearly restricted as well at agencies thinking that it could be a winning punter!
